If ID cards are(no good)or(forced on)to Brits,why should it be compulsory 4 foreign nationals living in UK?

When will fairness come into play? If is 4 security reasons,we all no Brits can't be excused.The bad apples have already integrated & are Brits too,so if IDs are necessary why exempt them??
