I think you dont understand the term LINE OF SUCESSION. That means its already pre-determined who gets the crown once Elizabeth II no longer has it. Harry is third in line to the throne. That means there are two people ahead of him. Elizabeth, although Queen doesnt own the throne, its hers while she is on it, but thats it. She cannot change the rules and neither can you.
