depends on the colors, her skirt was more of a mix between both colors. so thats really up to you. for fins, try using cardboard and paint it to match your skirt. your makeup should be watery colors like blues and pinks and soft with glitter. i would use a skirt cuz it will look better with the fins and the hole mermaid thing.
